CONCORD — Thomas M. Mulcahy, a 22-year veteran of the Concord Police Department, will become the Department’s Interim Chief of Police effective Dec. 23.
Town Manager Kerry Lafleur is pleased to share with the community that she has chosen Captain Thomas M. Mulcahy to serve as Interim Chief of Police following the retirement of Chief Joseph F. O’Connor
Chief O’Connor will retire on Dec. 22 after thirty-six years of distinguished service in law enforcement. O’Connor has served as Concord’s Chief since June 2, 2014.
“I am pleased to announce the appointment of Captain Tom Mulcahy to interim Chief of Police,” said Town Manager Lafleur. “His long tenure with the Department, the respect of his peers, and involvement in the community make him particularly well-suited to lead the Department during this time of transition and I am confident that under his leadership our community will continue to receive the high level of professional service it has come to expect.”
Mulcahy began his law enforcement career as a Trooper with the Maine State Police in 1997. He was hired by the Concord Police Department in 2000, taking on roles of increasing responsibility, including as the Safety Inspector, Patrol Division Commander, Support Services Division Commander and most recently as the department’s executive officer assisting with the day-to-day operations, budgeting, strategic planning, and special projects. Throughout his career, Mulcahy has demonstrated a commitment to professional and community policing, upholding the constitutional rights of all and treating all people with dignity and respect.
Captain Mulcahy holds a Bachelor’s degree in Criminal Justice from Saint Anselm College and Master’s Degree in Criminal Justice from Anna Maria College. He has also attended numerous professional development courses throughout his career.
