AccredNet Announces Newly Elected Leadership for 2022

SOUTH CAROLINA – AccredNet, a federation of state law enforcement accreditation programs from across the county, is pleased to announce its newly elected leadership for 2022.

SOUTH CAROLINA – AccredNet, a federation of state law enforcement accreditation programs from across the county, is pleased to announce its newly elected leadership for 2022.

Leaders for the year were elected at AccredNet’s annual conference on Nov. 10-12, 2021 in Charlestown, South Carolina. The positions of chair, vice chair, treasurer and secretary were each elected to two-year terms.

Each of the two-year terms will take effect on May 20, at the conclusion of the AccredNet 2022 annual conference in Park City, Utah.

The following positions were elected unanimously by those in attendance:

Chair: Harry J. Delgado (Ed.S.), New Jersey

Delgado is the Accreditation Program Director for the New Jersey State Association of Chiefs of Police. In this capacity, he directs, plans, organizes and coordinates all accreditation programs of the New Jersey State Association of Chiefs of Police, and the New Jersey Law Enforcement Accreditation Commission.

He previously served as an adjunct faculty member at Mercer County Community College, Brookdale Community College and Fairleigh Dickinson University, and is a member of the New Jersey Association of Criminal Justice Educators.

Val Shupe will serve as Interim Chair until Delgado assumes the role on May 20, and he will work closely with elected leadership prior to the May conference.

Vice-Chair: Max Westbrook, Texas

Westbrook began his career in law enforcement in 1983. He joined the Austin Police Department in 1985 and retired after 25 years of service to take a Chiefs position at a state agency. He is a graduate of the FBI National Academy (Session 224), APD’s West Point Leadership Academy, the Leadership Command College (LEMIT), the Drug Unit Commander’s Academy (DEA), and holds a master’s degree in criminal justice.

Treasurer: Neil Rossow (MS), Michigan

Rossow is currently the Director of Professional Development/Program Director for the Michigan Association of Chiefs of Police, responsible for creating the Michigan Law Enforcement Accreditation Program. He started his police career in 1978 as a patrol officer with the Marine City Police Department.  He retired as the Chief of Police for the Flat Rock Police Department in 2014.

He holds a bachelor’s degree and master’s degree in Criminal Justice from Wayne State University and is a graduate of FBI National Academy (Session 212) and the Northwestern University Traffic Institute School of Police Staff and Command (Class 86).

Rossow was a member of the United States Air Force (1973-1976) and received an Honorable Discharge.

Secretary: Jennifer Jaques, Florida

Jacques joined the Florida Accreditation Office in January 2020, bringing over 10 years of accreditation manager and assessor experience. She began her career with the Florida Department of Transportation Office of Motor Carrier Compliance in 2006 and officially became the Accreditation Manager in 2008.

In 2012, she became the Accreditation Manager for the Florida Department of Business and Professional Regulation Division of Alcoholic Beverages and Tobacco, where she was instrumental in the revision of the Bureau’s policy manual, as well as ensuring the Bureau maintained compliance with the standards set forth by the Commission to achieve reaccredited status in 2013, 2015, and 2018.
