Ipswich Police Make Arrests in Two Stolen Vehicle Incidents with Help from Community Members 

IPSWICH — Chief Paul A. Nikas would like to report that prompt, detailed information provided by community members aided Ipswich Police Thursday afternoon as they responded to back-to-back crashes involving stolen vehicles, and made arrests in both instances.

IPSWICH — Chief Paul A. Nikas would like to report that prompt, detailed information provided by community members aided Ipswich Police Thursday afternoon as they responded to back-to-back crashes involving stolen vehicles, and made arrests in both instances. 

JESSE MARCHAND-LAYTON, 18, OF GLOUCESTER is charged with:

  • Larceny of a motor vehicle
  • Use of a motor vehicle without authority
  • Unlicensed operation of a motor vehicle
  • Operating to endanger
  • Larceny under $1,200
  • Wanton destruction of property

JATON MILLIARD, 18, OF FORT KENT, MAINE is charged with: 

  • Larceny of a motor vehicle
  • Use of a motor vehicle without authority
  • Operating to endanger
  • Unlicensed operation of a motor vehicle
  • Possession of an open container of alcohol in a motor vehicle
  • Possession of burglary tools
  • Carrying a dangerous weapon
  • Receiving stolen property under $1,200
  • Disturbing the peace

Officers were dispatched at about 4:20 p.m. to a report of a breaking and entering at a local business near the MBTA station in downtown Ipswich. While officers were at the scene of that incident, they learned from a neighboring resident that a vehicle was stolen from nearby. 

Ipswich Police located that stolen vehicle within minutes because the suspect — later identified as MARCHAND-LAYTON — allegedly crashed it nearby. Ipswich Police requested assistance from a Danvers Police K9 unit and began a search. As a result, MARCHAND-LAYTON was located on Second Street and arrested.

While MARCHAND-LAYTON was being booked, Ipswich Police received a report of another crash in the area of the MBTA station. The vehicle involved in the second crash was reported stolen out of Gloucester.

Due to reports by witnesses and members of the community, an individual who allegedly fled from that vehicle when it crashed was quickly located on Union Street and identified as MILLIARD.

“I’d like to thank the community members who did not hesitate to contact police and who provided us with timely and detailed information that helped Ipswich Police Department officers make two prompt arrests,” Chief Nikas said. “All of us are more safe when police and the public work together.”

Ipswich Police continue to investigate the break in at the nearby business. That investigation remains ongoing.

These are allegations. All suspects are considered innocent until proven guilty.
