SOUTH KINGSTOWN — Chief Steven Pinch of the Union Fire District of South Kingstown is pleased to announce that retired UFD Deputy Chief Kevin D. Quinn has been appointed as the Interim CEO of the National Volunteer Fire Council (NVFC).
Quinn joined the fire service in 1976. He is currently an active firefighter with his original Station #3, where he began his fire service career. He is a past president of the Rhode Island State Firemen’s League, and serves on the boards of the NVFC, National Fallen Firefighters Foundation (NFFF), Home Fire Sprinkler Coalition, and National Fire Academy Board of Visitors.
He also serves on the ICC Fire Code Action Committee, is a Rhode Island State Advocate of the NFFF Everyone Goes Home-Courage to Be Safe Program, liaison of the South Kingstown Decontamination Unit, member of the Hope Valley HazMat team, and member of numerous federal, state and local exercise design management teams.
“Deputy Chief Quinn has had an exemplary career in the volunteer fire service. Not only has he been able to share his vast knowledge of firefighting on a national level, but he has brought back valuable examples of best practices, which have helped improve the Union Fire District,” Chief Pinch said. “He has been a great ambassador for the UFD during his career.”
Quinn holds a master’s degree in counseling and educational psychology from Rhode Island College and a master’s degree in education from the University of Rhode Island.

Throughout my entire adult life I have had a passion to serve my community, and now I am so very fortunate to be able to bring the volunteer voice of America to the forefront,” Deputy Chief Quinn said. “I wish to thank each and every one of the nearly 800,000 volunteer boots-on-the-ground firefighters. I also want to bring a public service message stressing that volunteer fire departments across our great nation are looking for quality candidates to join their organizations. The volunteer fire department propelled me, and I am blessed to be a part of such a leading force.”
