Lynnfield Center Water District Shares Annual District Meeting and Election Agenda

LYNNFIELD -- The Lynnfield Center Water District (LCWD) Board of Commissioners wish to share information regarding the Annual District Meeting and Fiscal Year 2020 Special District Meeting scheduled for next Monday.

LYNNFIELD — The Lynnfield Center Water District (LCWD) Board of Commissioners wish to share information regarding the Annual District Meeting and Fiscal Year 2020 Special District Meeting scheduled for next Monday.

On Monday, June 15, the Annual District Meeting will begin at 6:15 p.m. and the Special District Meeting will begin at 6:30 p.m. Residents are asked to check in upon their arrival.

To adhere to federal, state and local guidelines and in an effort to promote social distancing, both the Annual and Special meetings will be held outdoors on the high school athletic fields, 275 Essex St. Residents will be asked to sit 6 feet apart and must wear a mask.

The meeting will be moderated by Town Moderator Joe Markey.

Meetings Agenda

The Annual District Meeting and the Fiscal Year 2020 Special District Meeting will begin with the election of a new Commissioner, a new District Secretary and a District Treasurer. 

Commissioners Ander Youngren and Joe Maney will return to the Board to complete the second and third years of their terms respectively and Commissioner Rob Almy will announce his resignation. Jim Alexander will be running for treasurer again. Jack Adelson, a certified public accountant, has expressed interest in running for the vacated Commissioner position and Attorney Timothy Doyle has submitted interest in the District Secretary position. Information regarding these candidates and also the warrants for both meetings may be found on the website. 

Annual District Meeting

During the Annual District Meeting, the Board of Commissioners will address the Fiscal Year 2021 (FY21) Annual Operating Budget. The Lynnfield Center Water District’s FY21 runs July 1, 2020 throughout June 30, 2021.

Amongst various items, the budget includes:

  • Salaries and indirect costs of employees (including healthcare and post-employment and retirement benefits).
  • Costs for materials and supplies, equipment, utilities, contractual expenditures and the cost for chemicals and testing as they apply to treatment.
  • Debt and interest on prior capital expenditures; regulatory payments to the DEP and EPA-mandated tasks; and ongoing professional services and contract services.

The Annual District Meeting will also address the FY21 Capital Budget which will include:

  • Funding an EPA-mandated emergency response and preparedness program to study where the District is most vulnerable during emergencies that may arise. 
  • Funding water tank infrastructure repairs, designs, upgrades and/or improvements. The meeting will address items from the Wing Road and Knoll Road Storage Tanks inspection and evaluation report. These funds will allow the District to continue to prepare and bid construction contracts for these services so that work can be completed within the coming year.
  • Billing software infrastructure upgrades that will include a customer service portal that will allow residents to access and pay their bills online in addition to viewing other billing information as it relates to their account.
  • Fund the redevelopment, repairs and/or improvements to the North Coastal Basin pumping station three and/or one well field infrastructure. LCWD is seeking to increase its reliance on existing infrastructure in the North Coastal Water Shed. This project will continue to study and outline implementation steps to do so in the coming year.

Fiscal Year 2020 Special District Meeting

Following the Annual District Meeting, the Fiscal Year 2020 Special District Meeting will address supplementing the existing FY20 budget to compensate for unanticipated expenditures.

During the meeting, the board will also create a Capital Stabilization Fund pursuant to Massachusetts General Laws, Chapter 40, Section 5B for the funding of capital projects to be undertaken by the District. An initial appropriation into this account will be proposed at this meeting. The agenda will also fund the construction of a new bathroom in the main LCWD administrative facility.

The evening will conclude with a regular meeting among the new Board of Commissioners and include a presentation by Superintendent John Scenna and CDM Project Engineer/Manager Michael Nelson, P.E. 

The presentation will address ongoing studies the District has been completing targeting improvements to supplementing water supply and improving the consistency of water quality in certain areas of the system.
