City of Rochester Approves Amended Host Community Agreement with Waste Management of New Hampshire

ROCHESTER – In its meeting on Tuesday, Feb. 14, the Rochester City Council voted to authorize the City Manager to execute an amendment to the host community agreement with Waste Management of New Hampshire, Inc. The agreement covers services provided by the company’s Turnkey Recycling and Environmental Enterprise (TREE) facility, located on Rochester Neck Road.

City of Rochester Approves Amended Host Community Agreement with Waste Management of New Hampshire

ROCHESTER – In its meeting on Tuesday, Feb. 14, the Rochester City Council voted to authorize the City Manager to execute an amendment to the host community agreement with Waste Management of New Hampshire, Inc. The agreement covers services provided by the company’s Turnkey Recycling and Environmental Enterprise (TREE) facility, located on Rochester Neck Road.

Included in the amendment are carts for single stream recycling and future increases in the host fee the City receives for each ton of material delivered to the facility. The single stream recycling carts will be delivered to residential dwellings in the next six months and, together with the existing cart program for residential waste, will make Rochester one of the few communities in New Hampshire with automated loading carts for both waste and recycling. The host fee increases go into effect in the next month and will include stepped increases tied to the future development and continued operations at the facility.

Based on annual tonnage projections, Rochester will receive an average of $3,900,000 in cash per year over the term of the amendment which covers future development plans. These cash payments are in addition to property taxes and increased services provided to the City.

“Rochester is committed to the cleanliness of our community and protecting our environment, and we are pleased to continue our work as a host community for Waste Management,” City Manager Fitzpatrick said. “With this new agreement, the City will continue to benefit financially and economically from this partnership, as well as being at the forefront of best environmental practices.”

“Waste Management is pleased to finalize this amendment to our agreement with our host community, the City of Rochester,” said Chris DeSantis, area vice president, Waste Management. “The Turnkey facility has been serving the Rochester and surrounding area residents since 1979, and we look forward to continuing our partnership with Rochester for many years to come.”

Waste Management’s TREE facility in Rochester is an integrated solid waste management facility which accepts municipal solid waste, construction and demolition debris, as well as special and industrial wastes. The types of waste accepted at TREE will not change under the new agreement.
